I don’t think it’s creepy. People check each other out at the gym all the time. But there is probably a fine line. A glance is okay; staring at her while she is bending over might get you tossed. But women do it too. I saw a woman purposefully select a machine next to this muscle bound guy and start a chat. He got bored and moved to another machine. 20 mins go by and she right at the machine next to him again trying to have another go. When it was clear he wasn’t interested; she finally got the hint.
