Maybe because they only have evidence of crimes up to that period? Or they have enough to convict her without going further? That's up to the DOJ.

They are 30 & 31 now but they were arrested 2 years ago, and started even earlier than that... so they were mid to late 20's.

I'm not sure why you think young Chinese women wouldn't be capable of running this sort of thing. It's certainly possible they were the bosses, it wasn't that successful (they got caught) or big of an organization (less than 10 million a year and the #2 only made 120k/year).
