I'm pretty sure if the cops sent you a text, to trick you into doing something illegal, that would be considered entrapment.
That being said, back in the 70's and 80's police departments would post articles in their local newspapers listing out hundreds of people who had won a contest, or had tax return money. Everyone on those lists had outstanding warrants, and when they would show up to claim their money, they would be arrested.
Either way... Your text message was probably just a junky you called off of CityX awhile back and forgot. Happens to me all the time. Which is why I use a burner app, and not my real number.
