OP - how many places have you been to?? I've never seen a wrapped one ever. They either bring them in already in mouth or in a tissue. They are not used!

Let's just say there's some trade secrets in how they are stored so that it's not blatantly obvious at the unlikely chance the place gets raided LE. If it's still rolled and looks new, it's new.

The time and effort it would take to clean and roll a used one back is not only cost prohibitive and risks their own safety, it just doesn't make any sense when a new one costs just pennies...
