I went to this place a couple weeks ago in the middle of the afternoon. Lot was mostly empty (a few cars scattered around), had an "open" neon sign in window but a "closed" sign on the door. Is that normal for this place? Found it odd so I left without knocking on the door.

Not necessarily. They keep odd hours. It’s best to call first

They sometimes close up without advance notice for personal/family events.
They closed like that in Spring 2022 and left a handwritten sign on orange paper on the front door explaining that they were all going to a family event up in NYC. Some mongers saw the orange sign from a distance and thought it was the dreaded "yellow sheet" announcing a regulatory shutdown. Threw a scare into all of us(!), but it turned out to be nothing and they opened as usual the next day.
I agree with DMC that it's best to call first unless you don't mind being disappointed.
