Honestly, i felt the same way my first visit with Donna. It was great ! But the upgrade would have been nice if it was asked. I too was puzzled & idk how i really felt. She is amazing tho. Im not taking tht from her. But the upgrade was just idk

You're over thinking it. Easiest explanation is she just didn't count the fee because most guys have probably been coming to get the vip upgrade. And if she did, she's probably being told to do it anyway or she wants to do it anyway to get you to come back.

I have never had an issue in that area but it isn't really well lit and there isn't much going on so it looks a little sketchy. You should be fine, just be aware of your surroundings and take an uber if you aren't comfortable.
