Not really, I don't think; as long as the politician is supportive of the police, they can get special treatment.
I wonder how many times the word "trafficking" will appear in the bill(?).
To me this doesn't seem to be aimed at spas per se, but rather at the independents and hotel hook-ups. That will add getting busted to the already present risk of getting scammed.

Think it’s a way for the new “trafficking unit “ to use leverage on any of us unfortunate to get caught in their web of imagined collusion and conspiracy..it’s a prosecutorial tool to “squeeze” us “ mooks” unfortunate enough to get caught in their busts of “ low hanging fruit “ when they go after the Asian spas… Heaven forbid they go after the Russians or the Mexican mob.. LoL … way to dangerous… and exactly where the real trafficking resides.. typical Cop mentality..
I still wonder how they would make a solicitation beef stand from a spa bust.
Would they wait patiently in the corner of the room (under their invisibility cloak) for a conversation between the monger and the spa lady to take place?
My understanding is that a conversation must take place that specifies a sex act for a payment, and that money changes hands, wherein a police officer is one of the participants or is at least in a position to verify the foregoing.
Granted, big spa busts generally lead to pictures and names in the paper, which is a deterrent for many mongers even though a decent lawyer can later buck the charges.
