In these chickenshit massage parlor busts, they frequently don't file any charges; the cases are hard to prosecute, if the ladies are arrested and make bail they will frequently skip the state, and overall it's a big waste of time and taxpayer's money.
These crusaders can grab headlines with intimidating photos of the establishment (scaring away skittish mongers), close the place down on zoning violations, and claim they have knocked over yet another evil den of corruption. Plus, they get to keep any cash and property that was confiscated during the bust.
Karens can crow victory, police look busy, and politicians can claim do-gooder status.
Everyone's happy except mongers and providers who wish to make mutually beneficial, victimless transactions.

Real sex trafficking is when girls/women are forcibly coerced. They are not paid; they are just holes being used. Frankly most of us would not be using these places since we are not their primary clientele.
Middle-aged/older Asian women who do not speak the local language well but find their bodies provide a decent level of income is not sex trafficking. It's unpleasant and a sad fact of lower-class women from other countries taking advantage of wealth from men in a first-world country. Not criminal but a sad fact of life.
Anyone who insists on conflating the two is not serious about the issue.

Here amnesty means no arrest, no perp name/photos published without permission (yeah, like how many providers are going to give such permission???)
