Why police can't stop it
Well, duh. And they never will stop it. It's too decentralized and lucrative. Like playing a game wack-a-mole. Just like the drug trade, except it does far less damage and have few actual victims. It also takes too much in terms of LE resources to bring down any given AMP. Especially since those resources are diverted from fighting more serious crimes. And, when they do bust an AMP, the alleged "trafficking" charges almost never materialize (as the article notes). Eventually, LE leadership will get wise that this whole thing is a mirage and that their time is better spent elsewhere. I suspect the rank-and-file cops already know this. How many trafficking victims carry around smartphones to communicate with friends and family?
The only people who will never realize this are the Media and the Non-profits. The former because it's too good a story, especially in the #MeToo era. Plus, modern journalists are too fuking lazy and stupid. The latter because fixing this imaginary problem has become their rice bowl. I know for a fact the leadership of these "non-profits" do very well for themselves. Which is why they don't make a profit; the directors make out like bandits. Only a few realize that these non-profits are more a racket than the AMPs. At least the AMPs actually deliver value for the $$.
