What I’m not convinced about is that this is really an effective security measure. While there is a measure of mutually assured destruction, it is a scenario where Law Enforcement wins out. They’ll investigate any assault without that info and treat her with respect but it also puts both her and customers within their grasp should she be the subject of investigation.

Speaking only of Option A.
IMO, this is not what it is for at all.
It is to show that you are client in good standing at other agencies/indies who respect your business enough to vouch for you with others.
It proves you have a track record of being a "good monger" and someone with whom she will not have problems.
Also...it proves (as best it can) that you are not LE.
The picture is fine as well. There may be guys with certain physical features (whatever they may be) that she wishes not to serve.
Would you rather get turned down at the door?

References, my first name, my ethnicity, and a selfie with the date on paper.
The verification keeps the girls safe -- you are not a thief, cheat, troublemaker or LE.
And it keeps you safe -- she's doing her best to not let criminals or LE be there when you are there. (Yeah I know this one is an indie, but imagine if an agency)
As far as option B goes, well hey...if a guy doesn't have references, he has to start somewhere...
