Unlikely as the scene is relatively far from Manhattan and anywhere that visiting delegates would be staying or passing through. Basicly would have been out if site out of mind unless someone like the NYPost wants to go and point international visitors there lol.

The bigger and more obvious issue for the city is the migrants shelters and the spill over all over the city. I'm surprised they didn't pushes resources there to clean the place up until the delegates leave.
