About two or three years ago, the NYPR conducted a raid of a Chinatown AMP (not really a raid, more like a sting, cop comes in asks for something illegal, and when she says yes, pretends to go to he bathroom and calls for backup.
One of the providers panics, and climbed to the roof to escape. She tried to jump from roof to roof, and fell to her death in broad daylight on a busy NYC street.
Since then the NYPD does do amp raids anymore, at least not in Queens and Manhattan. Instead, they use the department of building to shut down amps for not being licensed.
Basically if neighbors complain to the cops, they forward the complaint to the DoB, who send someone over there to ask questions about licenses (AND NOTHING ELSE). They don't go beyond the front desk.
If the place isn't licensed then they are told the place will be getting shut down and unless they want the cops to show up and start asking different questions l, they should consider leaving on their own.
Pretty much every amp that gets one of these visits voluntarily moves on, so the neighbors are happy, no arrests, no drama.
So the days of Amp raids in Manhattan and Queens are pretty much over. Can't say the same for Nassau county or Staten Island though.
What isn't over however are th days of getting arrested for car dates!
That is just as likely to get you arrested as it ever was.
