It sounds like one of these agency owners launched his own app. I have an idea of who this might be as I've provided that particular number to only a few agencies...

It is someone who most likely has a great deal of experience using SA and is trying to build off of that with his app..

If you read the text, I believe the writer's target audiences are hobbyists. So its likely that this is meant to be a more hobby friendly site than say SA. Where in SA it has gotten harder to speak about expectations, even in private messages. So I would put too much weight on the SugarDating terms.
