probably undercover by the cars they are driving

They probably weren't from town. Remember they have a lot of courses and seminars for fire and le personnel at the county academy about a mile from the location. Kind of explains the police logo tees.

nah ! lunch only because I just walked out of the spa and they were going from the pizza joint to the crown vics
