Although even if it did, I only saw Kotone because of Sanderson's review, so ultimately your statement is true either way.
I personally have Kotone as 3rd in 2023 Rookie of the Year voting, but the margins are narrow, so soften her puppies up just a little and she has a clear path to #1.
