I am no expert, but I tend to read a lot, and it seems to me that AMPs generally don't attract unwanted attention unless John Q public calls to make a complaint. At that point Uncle has to respond to said complain even if its invalid.

I guess what I am saying is, probably not politicians, but like you said, not enough discretion.
