That's correct. Regular uniformed cops don't give shit about these places unless someone complains or there's some kind of trouble. And even then, they'd rather not be bothered I'm sure.

I experienced a similar situation what the OP said, but not at that parlor. I parked few blocks away from a Philly parlor and walked around to get the feel of it before entering a parlor. There was an unmarked car good distance away from a parlor with a man in it and a camera. The parked car was on the same street as a parlor. I became paranoid and left that parlor going to another parlor near the Convention Center. Looking back. I should not be paranoid in the first place and shud have went anyway.
