I don't know if the Philadelphia DA does not want to lock up murderers, that does not sound rational. But it is well documented that he does not, and will not prosecute cases like this. Maybe the Captain heard one too many complaints, real or trumped up, and figured oh fuck-it, call in the undercover crew to entrap the girls working that day and shut the complainers up for a while. No Philly cop prioritizes a rinky dinky massage parlor over serious crime. Cops hate real criminals, and love catching them, beating their ass and throwing them to the wolves in prison.

That BS started because a health inspector noted that the fridge had a lot of food in it. From that he concluded that the workers were living there, and furthermore, that they were being forced to live there. All from a full fridge. Then, a judge actually gave a warrant based on that to let the police sneak in under the ruse of a gas leak and plant cameras so that they could record everyone. Everyone that went in there and got a massage got recorded naked. Oh, the cops claimed that they turned the cameras off when a woman customer got a massage. I call BS! What's more, if they did that they violated Equal Protection because I guess they never heard of such a thing as a lesbian. To top it off, since most customers paid cash, and arresting them as they left would let the cat out of the bag, the cops had a problem in how to identify the customers. Their solution was to pull them over for any traffic infraction that they could come up with. Problem was, some people are good drivers. There is a cop on audio recording lamenting this and stating that he will just make something up.
I read a Board Of Health inspection report. It clearly stated the same thing about the amount of food in the fridge. So I guess spa workers are not allowed to eat or rest. Firefighters, Doctors, Nurses all eat and sleep where they work but massage workers can't?
