My experience is that some good websites might pop up but they fade away or get busted. For example, in 2015 there was an amazing website called kgirldelights.com (started in Seattle) and it was utter absolute heaven for a couple of months. Hundreds....HUNDREDS..maybe even thousands...of 18-25 yo beautiful, thin, fit, stunning girls to choose from across the west coast from SD, OC, LA, SJ, SF, Seattle, etc.
I spent a few weeks in LA going through an endless stream of 18-25 year old, fit, thin, amazing beautiful girls, sometimes more than one a day, in between partying in West Hollywood and K-town clubs. There was a large apartment complex between K-town and the Grove that seemed to have a lot of these girls, so I just got a sublet in the building and could stroll down the hallway to a steady stream of amazing new girls every day.
I thought this would be an amazing new regular routine and even considered moving to LA and into that apartment complex so I could become neighbors and get to know a lot of these girls. But within months it got busted and all kinds of people went to jail. A lot of the guys who started it were just hobbyists in the Seattle area, like Amazon and Microsoft guys. I believe one of them even committed suicide.
So my guess is that law enforcement keeps shutting down these hubs/portals/websites. But I got a small glimmer of what life could be like, if not for the long arm of the government...and it was heaven.
