Right. Blame Giuliani. His administration wanted to banish massage parlors as well as strip joints from NYC. But prostitution is harder to prove than dancing naked especially since cops are (were?) not supposed to get naked. So they made giving a massage without a license a FELONY!

I could be wrong but I think that's why you still see some ads still advertising "body work" rather than massage.
