This answer isn't political. AZ refusing to allow for extradition, even though Murder is the more serious crime, has nothing to do with crime stats. It's because the Manhattan DA's office does have a reputation of not remanding even Murder Suspects until trial. The recent release of the four migrants that attacked the two NYPD officers in Times Square without bail is more in line with their logic. AZ arrested him, so they have first dibs on what to do. As I said earlier, if convicted, there would be no chance in hell of him ever being considered for bail when he comes to NYC for the Murder charge. He will be an inmate, and will be simply doing his AZ prison sentence in a NYC Jail awaiting trial.
