I guess it's because Signal is open source so if you really wanted to, you can verify that you are not being tracked. While Telegram, you got to take it for the company's word.

That is good to know. The first one is pretty much just public information. You can see if friends on your phone has a Telegram/WhatsApp/Signal account anyways, that information is pretty much public.

The other two aren't Telegram data breaches. People were selling hacked data on Telegram.

Telegram is secure if you do secret private chats, but it does not do that by default.
