No the smartest thing , which is done is wrap it up in a tissue and have the monger dispose off site. If it helps keep the spas safe I have no problem with that.
As the Forest Service says , 'Pack It In, Pack It Out'. Over here in Pennsilltucky we have septic tanks not city sewer. Just pop the lid and low and behold start fishing for used covers and wrappers. That is why the veteran providers ask you to take it with you, no evidence.

Problem with that is most guys will just throw it on the sidewalk as soon as they leave because some people are just fucking dirt bags. Then the public health department has a real reason to come and raid the spa.

I remember reading somewhere a news story I want to say Texas where a spa was busted how it went down the spa was located in an office complex with other tenants in the building. A tenant called a local plumber because they were having a problem with a backup in kitchen area sink. He was unable to clear the clog said it probably was maybe something in the street so fast forward to the local DPW coming in digging up the street and what do you think they found at the end of one drain pipe. A massive pile of condoms. As a result they traced it back to the spa on the second floor toilet system. LE got involved as a result of the DPW finding in the spa was then shut down for illegal activity.
Best case:
1) It was unwrapped because used wrappers are evidence. They have their little wrapper hiding spot.
2) She wasn’t washing afterwards, she was filling it up checking for leaks.
However, to address a few other comments on here:
-I’ve never seen bulk unwrapped condoms, even after searching online. If they do exists, they are probably illegally imported and I would NOT trust them.
- why wash to get rid of evidence if you are just going to flush it?
- you can re-roll them. Just wash, dry, slide onto a “dill dough” and re-roll. A factory in Vietnam was busted doing this.
- Why bother? They only cost $0.25 in bulk….Maybe they ran out. Also, some people take penny pinching to extremes. It’s a competitive sport. Maybe they had a sewer backup and don’t want a full garbage can, so “recycling” cuts down on disposal challenges.
