Car across from Hawaii Spa taking pictures of patrons

This is the second time I noticed this when leaving Hawaii a car parked across River Road with a woman taking pictures of patrons leaving the spa. I thought I saw it two weeks ago but today it was unmistakable. I was parked in front of Teatime so I stayed in my car and watched her for a while and noticed that she was only taking pictures when people were coming and going from Hawaii. I am not from around here and am not concerned about any publicity but the only thing I could think of is a disgruntled wife/girlfriend that is creating a site to "unmask" patrons. Has anyone else noticed this?

Possibly a realtor taking pictures of a building but you said you have noticed it two times. Could be another Karen. But it also could be an IRS agent... Showing the amount of people that patronized the place and then times it by the amount of the massage to get an idea of what type of business they're doing and see if it comes close to what they're declaring.

I might be concerned if she was taking photos of license plates but even that doesnt mean a thing, getting a massage is still legal. As someone else posted might be some kind of thing to prove the volume of mongers going into to that spa for some reason. Could also be a PI looking for someone

My vote is that she's a blogger or someone with her own WhatsApp/FB group of lonely, older women who don't like this option that men have.

Never been to this place, but I'm sure the women there aren't young and fresh.
