The Manhattan district attorney’s office announced Wednesday that it would no longer prosecute prostitution and unlicensed massage, putting the weight of one of the most high-profile law enforcement offices in the United States behind the growing movement to change the criminal justice system’s approach to sex work. But the article did say "The office will continue to prosecute other crimes related to prostitution, including patronizing sex workers and sex trafficking".

This is just the first step so that New York can eventually start taxing sex work.
Think about it. Sex work payment is mainly a cash business and very difficult to verify....unless you require a covetable script or credit card payment.
Even in Europe years ago, the workers in Amsterdam needed to go down to their Revenue Office ,their equivalent to the IRS, where an old man looking at them would guess on their income by appearances. They naturally would make sure they looked like a crack whore to get the lowest income estimate.
Lot of work needed to be done. Perhaps they could model it off of the new legalize cannabis transaction. Hopefully not the failed OTB bombshell.

I assume NYPD will be reassigning their Vice cops to other duties.Most of them, including the big brass, will need to look for additional income since they will not be able to shake down the massage ladies any more.

not true because massage need license to work in ny and other states so they can stop in for licensing check. If they don’t have a license then they can be arrested and charge with a felony.

So, what am I mis reading...The DA will no longer prosecute unlicensed massage.....
With or without license the DAs are doing nothing in both Manhattan and Queens. ..

There was no mention by the Queens DA on that prosecuting unlicensed massage. I believe the Manhattan DA will walk back the unlicensed massage statement as that open him up to other profession that requires a license.

Most likely the State will scratch the licensing requirement for massage because if the DA will not prosecute the State requirement become meaningless and could bring down the entire state law for other licenses.

Will they start targeting the customers instead?
This is the key question. The new law says they will continue to prosecute individuals who pay for sex. So in theory, they can still raid AMPs, leave the girls alone, and arrest the customers. Sort of the opposite of what they did in the past
