Monroe has been a thriving place for AMPs for decades. Though this is a fairly conservative town it has always dealt with AMPs at arms-length.
I know a few Pols and many LE there and they coexist with AMPs, to a point.
The LE know all the spots well. Very well. Some even use those services as many don't live in Monroe.
As long as there isn't a complaint, they will leave it alone as it's very hard to capture them "in the act" as they don't have the time or resources to set up a sting type of operation.
However, if someone complains they usually work with the Health Department to ensure that they are up to code which give them an avenue to investigate further. In most cases, the place closes for a few days and is back open again.
Getting a massage is not illegal. Privacy concerns for the customer too makes it very challenging for LE.
However, the town leadership and the LE know all the places, they know which ones are legit and which ones have additional services. All it takes is for a new First Selectman or new Police Chief to come in and the balance could be interrupted very quickly. Or, a property landlord to decide to not renew or give them a lease.
