I believe the reason why the sign is posted is so they have a defense if an undercover LE ever arrest them. They could claim that the LE was so informed by the posting to remain dressed and he elected on his own to violate the posting leading to a case of entrapment.
How the argument will pan out in a court would depend upon the judge.

As for the actual sign, I indicated it was there to establish the business policy and if any unlawful activities should incurred, there would possibly be raised an " entrapment defense" which I admit would be week, but one of many arguments presented to reduce the charges.
