I don't have phimosis, and mostly the Korean girls jack it with the foreskin pulled back. The Chinese pump and foreskin up and down the shaft. Different techniques

But you can roll back your foreskin to some degree right? Phimosis is fine for HJ or with condom. But some girls will want to inspect underneath your hood before doing anything.

Have your tried using steroid creams? They thin the foreskin and make it easier to roll back

Oh yea, I've been working on it for years. I've got creams, equipment and certain exercises. It's gotten a lot better, but still ways to go.

It depends because going easy means longer to finish. Some places only reserve 10-15 minutes for it. If you know any AMPS that don't complain about long HJ's please tell or PM me.

I dont know about anyone else but I feel like being uncut definitely makes you more sensitive and so going easy is usually more stimulating to me than Jack hammering

No problem getting any service being Uncut. And slow and steady is definitely a better technique than jackhammer. Now, the only thing I have to be more careful is that I think the up and down action of the skin lead to higher chances of the cover slipping while doing the deed. I happened to me on multiple occasions over the years.
