This is because if the review is lackluster / below average, the provider can respond that their review is inaccurate. She can put the reviewer on blast by issuing a warning to other providers in her response to beware of accepting the reviewer as a client.

It boils down to a "he-said, she said" situation where the reviewer has the greater risk of being blacklisted.

Maybe some PD providers are great? Maybe some are jist so-so?

Who knows? From what I have seen so far, PD is set up so that if the service sucks then it's more likely the providers don't get reviewed.

PD is definitely set up to favor the provider. Guys need “verified” reviews for most of the girls to see you without sending personal info. For your review to be verified, the girl has to reply to it with a positive reply. Guys won’t give the girl a bad review because A. He wants to accumulate enough verified reviews to pass screening and B. If he leaves a lot of bad reviews girls won’t see him because they don’t want their own track record to be affected, even if it’s warranted.
