Until a couple years ago, Rhode Island had loopholes where spa sex was mostly legal. Now it’s being picked away at, not much different for laws on the books than other states, but lots of corrupt government officials and cops make it the best state of the ones I monger in.

I am not sure you can answer this well at a State level. I think it varies town by town, city by city a lot more than at the State level.

Central FL (Orlando for example) has a Taliban-like rabidness to eradicate sin. Miami is a completely different situation (with some of the most stunning women around).

Austin TX is pretty accepting and tolerant, but cross the county line to the north and you are in the territory of some serious Zero Tolerance LE.

Colorado Springs and Denver, an hour apart by car, but light years away in attitude about sex.

So I have traveled extensively. Philadelphia (downtown) is very liberal. So is Dallas Texas. San Jose is interesting, not so liberal in amps but for the same price you goto an apartment for an amazing time (erotickmonkey use to be good for this location). Tijiuana is amazing, although not in US.

I agree with your take on town to town or city to city, some areas are higher risk, cleaner parts of town, nosey, complaining neighbors and the public, other neighborhoods aren’t as polished, other recurring crime takes precedent which keeps LE busier chasing real criminals.

Columbus area, and even more so Cincinnati, have had spikes in stings for years. Yet right across the river in Northern KY it is much more accepted (but not out on the street).

I may be mistaken but in the 90's in PA I was under the impression that HJ's were not considered illegal or at least violations not enforceable. I recall some state court ruling. There were tons of massage parlors in the Phila area that offered HJ's but not full service and they were never shut down. I think something has changed.

Massachusetts seems to have a ton of options . I know of a few spa girls who have made an effort to freelance up in the Boston area
...Bail in Massachusetts is routinely set at $50,000 for SPA related charges... a scary fact for most providers to ponder and definitely not very SPA friendly...

@yojinty1 I concur with your concern. Devil Advocate here. What should we do if we walk in to an em parlor and had doubts about their legal age? Hush and Walk away or Report it?
I would walk away and report that shit to the police asap (from a burner or payphone, of course). If they are minors, then it's a real good chance they are being forced to be there.

Good answer. Burner phone separate from regular phone may be a better option because we dont see many payphones except bus and airline terminals nowadays.
