Two pops, or even three, no problem. But the time must be respected, within one hour, there is no rule saying that there must be two pops.

Agree, I think general rule of thumb is SS/HH = one pop, longer = 2 pops, if you can manage it. But that’s based on your own ability to recover and get the 2nd pop in in time.

You purchase a set time with a girl. What you are able to do in that time, within reason, is not her fault. I'm a one pop guy. I still buy an hour so I can talk to her and get to know her so the next experience is so much better. But I would never change to the half hour rate because I was done quick. I would rather use up the rest of my hour watching her sleep. It's not an easy job for her.

Yes, the time you pay for should be the time you get. And as long as you get to spend that full amount of time together, end of story. Dude should’ve reserved a longer time slot, extending is never a guarantee…
