Had a session with Sunny at EPM (review to follow) and then finished some shopping leaving me with an hour to kill. I thought I’d try for a double header and walk over to Osaka to see Sunny the GILF. I called twice first with no answer. When I got there both the front and back had official signs saying 1527 was closed for code violations as I read it from afar. I didn’t feel like standing there reading intently as people walked by but I think I got it correct. I guess the day wasn’t to be as Sunny as I had hoped.

Complaints usually begin at the local level. Philadelphia City government has little interest in interaction with the federal authorities, and isn't particularly interested in State involvement either. Just my opinion, but it seems the City operates like an "our thing" (cosa nostra) , and wants as little outside scrutiny as possible. Protocol for AMP complaints seems to be State, Federal and Local involvement, with the State going after tax evasion and the feds "human trafficking". City just prefers to sweep it under the rug, close the place down for some code violation or another, and then look the other way when they re-open. No one ever gets in trouble, but I know of cases where large sums of cash were stolen, (>$10K) and not part of the record.
