I think the site owners view hotspots as a paying advertisers that are targeting their audience of native Mandarin speakers. Bayside must be paying to warrant a section. Astoria is not.
Bayside is the next biggest asian neighborhood after NY Chinatown, Flushing, Sunset Park and Elmhurst. Only make sense you would see some ads.
Just surprised we do not see from ads for NJ as I see a lot of NJ license plates in Chinatown especially on the weekend

Well, two things stand out. 1) Bayside is in English, so I'm not entirely sure that's only at the Chinese crowd. A lot of the providers know that non-Chinese uses the site. 2) I agree that it might be the result of the advertiser doing some kind of backend deal to get a separate listing, more than trying to re-org the site. Because they deleted the generic Queens sections and moved those ads to Flushing, and just left Bayside. Which, I hope, means the advertisers may be planning on opening more locations.

If the providers are located in NJ, that would make sense to have their own section. But not when the customers come to Chinatown. No need to target NJ as anyone can view the website from anywhere.
