It's hard for LE to get any type of conviction for the customer getting massages. Afterall, these are businesses with licenses to operate in the state/municipality where they are located...no different than a coffee shop or a book store. I find that girls almost always leave the room AS SOON as you give them the donation money to put it in their purse to give plausible deniability that money has changed hands for sexual services. Once it is out of your wallet and into her purse...that's her cash, "I had nothing to do with it".
