I work with several Dominicans, the one is pretty involved in restaurant/entertainment bussiness.
He told me to get an AirBnB in Punta Cana for a week and he would hook me up with a Nice woman/girlfriend of my preferences for the week $300 to $500. Cook, clean, tourist guide and GFEs all week.

Colombia. EASILY.
Specifically Cartagena. I mentioned this before and I'll say it again, you're talking about the convergence of Colombia and Venezuela, two countries who have been raking it up in beauty competitions. Cartagena may be more "expensive" because that is where wealthy Colombians go and therefore the ladies follow, but we're talking about a line of beauty queens for less than $.
It's also the safer of options. Whether you're meeting a gal in old town (centro), the gentrified getsemani or either of the condo coasts to the north or south (avoid the actual beaches), you're going to some wonderful and somewhat upscale places in Latin American standards. Don't want to pay? There are matches everywhere if you learn a basic salsa.
After that, I'd say Bogota and then Cali.
After that—and they're not very close—I'd rank DR and PR after that. Mexico is a mixed bag.

Even Madrid and especially Barcelona are great. Still cheaper than anything you'd pay here in the US with a lot better quality and no legality issues to navigate. The other cities in Spain however, you're on par with Latin American rates.

I went last December and I have never seen so many 10s is one place. Especially the city of Medellin (Yes, where Pablo Escobar was from). The quality of girls was pretty insane..most of them are GFE too. It’s also cheap compared to other places. Most of the time 100$ can get you a model type of girl for 1-2 hours.
