I text Amp said come. Door was locked. Went back to my car and texted. No response. Give 5 minutes and then call. No answer. Wait 10 minutes no one comes out of store. I now leave and get a text saying door open now. I'm already looking for my next spot. Then I get a call and I don't answer because I am at my next spot. Any other suggestions? Was this played correctly?

You 99% did the right thing.

What you did wrong (or at least what I would not have done) is you you waited around for 15 minutes and tried to contact them twice.

If the time of my appointment was 2:00PM at 1:59PM I expect the door is open. if not, at 2:00PM I am calling/texting to let you know I am outside.

If at 2:05PM I have not heard any response what so ever (not even a "sorry we're running late") then I'm gone, just gone. I am on to the next place on my list. They can call at 2:06PM doesn't mean shit, I'm done with them.

And I don't think it is me being a jerk, but this is NOT the safest of hobbies, I need to feel the people I see have their shit together, they don't WANT guys hanging around outside drawing attention.

We live in one of the most densely populated AMP markets in the world. This ain't Skokie, Illinois where you may have a couple of places to choose from. Hell, there are multiple AMPs on the same block in some neighborhoods. It's a business and if this particularly business was unable to grant service, for whatever reason, you literally have another 100 options that would gladly take your money and perform admirably.

Sounds like an AMP/Agency where the provider IS THE PHONE GIRL. If she with a client, or in the shower, she isn't messaging you. Running late texts, some AMPs or incall agencies do that, others just ghost I'd guess. Nobody told them to send a "running late" text or there is no phone man/woman and its the provider herself. Remember some guys book a 30 min, then demand to extend, even if there is, secretly, a booking after them already. What does MMS do then?
