Honestly he sounds like a disgruntled client trying to mess up the women's flow. Probably got rejected by a provider and wanted to "fight back" by messing up money flow. Just weird he knows all the locations, including the UTR ones so that's why I think he's a client also.
The more messed up issue is he recording and not blurring faces.
